A seven-segment sign can be divided into three parts: initial, medial and final. For example:

⿣⿫⿯ = + + ;
⿮⿦⿯ = + + ;
⿧⿣ = space + + , etc.

There are 4 variants of the initial part, 8 variants of the medial, and 4 variants of the final. So we need only 16 characters.
